      <title>M &amp;amp;amp; G Report Card</title>
      <description>&lt;p&gt;The Mail &amp;amp; Guardian have released their &lt;a href="http://www.mg.co.za/articlePage.aspx?articleid=259797&amp;#38;area=/insight/insight__national/"&gt;report card&lt;/a&gt; rating cabinet ministers (and leaders of the opposition, that &amp;#8220;C&amp;#8221; must get Tony Leon depressed).&lt;/p&gt;


	&lt;p&gt;One thing about this report card, and the one released by the DA, that gets to me is the high marks for Minister of Science Mosibudi Mangena. In my books opening a single radio telescope, no matter how internationally prestigous, does not warrant such a high rating. South Africa, if it ever wants to hit that 6% &lt;span class="caps"&gt;GDP&lt;/span&gt; growth rate, is going to need a lot more engineers and scientists than what&amp;#8217;s currently coming out of our universities and technikons&amp;#8230; oops universities of technology&amp;#8230; ah screw it I&amp;#8217;m calling them technikons. And the number of students with higher grade maths and science coming  out of our secondary education system is abysmally low. Minister Mangena needs to get together with Minister of Education Naledi Pandor and get a science/engineering plan of action in place. Double stat!&lt;/p&gt;</description>

      <description>&lt;p&gt;But it&amp;#8217;s a giant telescope! That definitely deserves a giant mark!&lt;/p&gt;


	&lt;p&gt;I haven&amp;#8217;t read the M&amp;#38;G yet, but it&amp;#8217;s sitting there. I&amp;#8217;m more curious over who got Good marks, since right now every MP seemingly makes your average metro cop look like the pastor asking for a donation. But we have some achievers there. No doubt Trevor Manuel has a nice nod waiting for him, but is this still his skill, his luck or the generally more business centered ANC administration? Maybe all three.&lt;/p&gt;


	&lt;p&gt;Did the telecoms minister get a good or bad mark?&lt;/p&gt;</description>
