      <description>&lt;p&gt;Yikes! The Eastern Cape provincial government &lt;a href="http://mg.co.za/articlePage.aspx?articleid=287189&amp;#38;area=/breaking_news/breaking_news__national/"&gt;can not account for 88.5% of it&amp;#8217;s budget&lt;/a&gt;. Of the total budget of &lt;span class="caps"&gt;R34&lt;/span&gt;.1 billion for 2005/6, &lt;span class="caps"&gt;R30&lt;/span&gt;.2 billion is unaccounted for.&lt;/p&gt;</description>

      <title>"Eastern Cape Budget Woes" by hex</title>
      <description>&lt;p&gt;I suppose all those &amp;#8220;undertakings&amp;#8221; mean carry on with the status quo. Maybe it would be a good time to dismantle the Eastern Cape administration, or indeed the entire Eastern Cape province, and incorporate it into the Western Cape.  The people there have already voted with their feet.&lt;/p&gt;</description>
