First world politics. <p>It&#8217;s not just <a href="http://politics.za.net/articles/2005/12/20/lookin-good">glossy reports</a> costing taxpayers millions, the salaries of top city management in Cape Town alone will <a href="http://www.iol.co.za/index.php?set_id=1&#38;click_id=13&#38;art_id=vn20051221100">cost <span class="caps">R10</span> million</a> this year.
